Cottsway wanted their tenants to be able to handle repairs, payments and messages themselves rather than phoning in. The awkward part wasn’t the app. It was that anything we built had to talk to Civica Cx, their housing management system, and to allpay for payments, without disrupting either.
We delivered it on TenantWise, our own tenant portal platform, as a mobile app on iOS and Android plus a matching web portal. Digital adoption rose substantially against their previous portal.

Working with the systems you already have
Most organisations that come to us aren’t starting from nothing. There’s a housing management system, a finance platform, a CRM, and none of them were designed with a phone app in mind. The question is rarely whether we can build the app. It’s whether it can talk properly to what you already run.
For Cottsway that meant Civica Cx and allpay. The shape repeats: a system of record that works, that nobody wants to replace, and that needs something modern sitting on top of it. We’d rather integrate than rip out, and we’ll say so when the existing system genuinely is the problem.

Are you actually based in Oxfordshire?
Yes, we work from Oxfordshire. CodeByTwo Limited's registered office is a London address, as it is for a lot of small companies, but nobody works from it.
Will you come to our offices?
For anything in Oxfordshire, yes. Discovery workshops and stakeholder sessions are genuinely better in a room, so we'll come to you for those. Day-to-day delivery then runs over video calls and shared tooling.
Can you integrate with our existing systems?
Usually. The Cottsway build connects to Civica Cx and allpay, neither of which was designed with a modern mobile app in mind. Integrating with housing management systems, finance platforms and legacy line-of-business software is a large part of what we do rather than an awkward extra.
Do you work with public sector and housing organisations?
Yes, and it's where a lot of our experience sits. That means we're already familiar with the parts that slow these projects down: procurement questions, accessibility requirements, data protection obligations and security reviews.
We're outside Oxfordshire. Does that matter?
Not really. Most of our clients are elsewhere in the UK and the work is the same. Being local is a convenience, not a requirement.
